Nikah Registration: Why It Matters and How to Do It in Pakistan

Your nikah was done. Was it registered?

Think of the last nikah you attended. The imam read the kalma. The couple signed the nikah nama. Everyone ate. That may have been all that happened, or the marriage may have been properly registered with the Union Council. Most families cannot tell the difference, and the difference matters years later.

Here is a pattern that repeats. A woman needs a marriage certificate for a visa. Or she needs her marital status updated on her CNIC. Or her children need B forms that link to both parents. She goes to the Union Council and finds no record of her nikah. A simple paper chase becomes a legal problem.

Is nikah registration compulsory in Pakistan?

Yes. Section 5 of the Muslim Family Laws Ordinance 1961 says every marriage under Muslim law shall be registered. That is the law for the whole of Pakistan.

Section 3 of the same Ordinance says registration happens only under this law. No custom or local practice can replace it. A nikah that was never registered is still a valid marriage under Islamic law. But it is a marriage that is very hard to prove on paper.

Who is supposed to register your nikah?

The law gives this job to a licensed Nikah Registrar. The Union Council grants the licence, and only one registrar is allowed for each ward. The registrar keeps the official register and the seal of the Union Council.

Most nikahs are not done by the registrar. They are done by an imam or a family friend. In that case section 5(3) says the person who solemnized the nikah must report the marriage to the Nikah Registrar.

If that person does not report it, the law sets a penalty. Simple imprisonment up to three months, or a fine up to one thousand rupees, or both. The penalty lands on the person who did the nikah, not on the couple. Most couples never know this.

What is the nikah nama, exactly?

The nikah nama is the marriage record form. It has columns for the names, the dower, the witnesses, and the terms both sides agreed to.

Under the 1961 rules made under the Ordinance, the registrar fills the nikah nama in four copies. One stays in the register. One goes to the bride. One goes to the groom. The fourth goes to the Union Council. Anyone can later inspect the record at the Union Council office or ask for a copy, on payment of the prescribed fee.

The fee for registration is small. It is two rupees, or one rupee for every thousand of dower above two thousand rupees, with a maximum of twenty rupees. The registrar keeps eighty percent and the Union Council gets twenty percent.

What changed in Punjab in 2026?

In September 2026 the Punjab Local Government Department tightened the rules for nikah registrars, as The Nation reported. A registrar can now register only marriages that happen in his own area. New registrars must pass an exam with a minimum of 90 percent. They must be able to use the digital system. Anyone facing a registered criminal case cannot become a registrar.

One rule matters most for couples. The registrar must complete the registration within seven days and send the record to the Union Council.

How to register a nikah in Pakistan: the steps

Step 1. At the nikah, ask who the Nikah Registrar for your ward is. The imam may be the registrar himself, or he may work with one.

Step 2. Make sure the nikah nama is filled completely. Every column matters. The dower amount, the mode of payment, and whether the wife holds the power of divorce are the columns people often leave blank. Leave the mode of payment blank and the whole dower becomes payable on demand, as the dower law in Pakistan explains. Those are the columns that decide rights later.

Step 3. Sign with the witnesses. The witnesses sign the nikah nama, and so do the bride and the groom. You get your copy of the nikah nama. Keep it safe. It is your proof.

Step 4. If your nikah was done without a registrar, go to the Union Council of the ward where the nikah happened. Ask for the marriage to be entered in the register. The person who did the nikah should have done this. If he did not, you can ask for it to be fixed.

Step 5. Collect the marriage certificate from the Union Council once the record is entered.

Step 6. Update your NADRA record. Apply for the computerized Marriage Registration Certificate at a NADRA centre or through the Pak ID app, the way our guide explains how to get a marriage certificate from NADRA. In late 2025 NADRA started online nikah registration through Pak ID, beginning with a few districts. The certificate updates your marital status on the national record. You can verify the service on NADRA's official website.

What happens if your nikah was never registered?

The marriage is valid. Registration is proof, not the source of validity. Pakistani courts treat a registered nikah nama as strong evidence of the marriage. The Lahore High Court Research Centre case law bulletin puts the question directly: whether a registered nikah nama enjoys a presumption of truth that can only be rebutted by solid counter evidence.

But unregistered means unproven. You will face the same walls again and again. The Union Council has no record. NADRA shows single. The visa officer asks for a certificate you cannot produce. Your children's records do not link to both parents. And talaq and khula notices run through the Union Council, so the record is where the whole paper chain starts. You can check your marriage certificate online to see what the system holds.

One more thing. Under section 6 of the Ordinance, a second marriage without the permission of the Arbitration Council cannot be registered at all. Registration is also a check on that.

If the record is lost, start at the Union Council. If that fails, a court can declare the marriage, but that takes time and a lawyer. Register early and you skip all of it.

Why it matters to you

Your own identity card needs the same attention. If yours is near expiry, read how CNIC renewal works in Pakistan.

Registration costs a few rupees and one visit. Skipping it costs years later. Check your nikah nama today. If you have your copies, the marriage is likely registered. If you have nothing, fix it now, not when a visa or an inheritance depends on it.
