A man in Sargodha inherits ten acres after his father dies. The land is his by law, but the government record still shows his father's name. He cannot sell it. He cannot mortgage it. That gap is what mutation fixes.

Mutation, or intiqal in Urdu, is the official transfer of ownership in the government land record. It happens after a sale, inheritance, gift, or court order. This guide explains what mutation is and how to get it done.

What is mutation (intiqal)?

Mutation is the process of officially transferring land ownership from one person to another in the land records. The Punjab Land Records Authority (PLRA) defines it as the legal process that makes sure the new owner's name is recorded in the land register after a sale, inheritance, gift, or any other transaction.

It is not the same as a registry. The registry is the deed signed at the sub registrar's office. Mutation is the entry made later in the revenue record. The fard is the paper that shows who owns the land today. All three are different steps of one chain.

What does the law say about mutation?

The main law is the Punjab Land Revenue Act 1967. Section 42 says that anyone who gets a right in land by inheritance, purchase, mortgage, or gift must report it. The patwari enters it in the register of mutations. The revenue officer then checks the entry and passes an order.

After the 2020 amendments, the report goes to the Service Centre Official at the Arazi Record Centre. Section 42-A says the report must be made within three months. Section 48 says missing the deadline can bring a fine of up to Rs 500.

When do you need a mutation?

  • After buying property, the buyer needs one.
  • After a gift, the person who receives it needs one.
  • After the owner dies, the heirs need one.
  • After a court order transfers land, the winner needs one.

Every change of ownership needs a mutation entry. A registered deed alone is not enough. The revenue record must be updated separately. Under Section 42(7), a mutation from an oral sale needs the buyer and seller to appear with witnesses, while inheritance, registered deed, and court order cases follow a simpler path.

How is a mutation done in Punjab?

The PLRA runs the record through Arazi Record Centres (ARCs). The official steps are these.

  1. Go to the reception counter of the ARC. Register your CNIC, photo, and biometric to get a token.
  2. When your token is called, give your documents to the service centre official, who registers the mutation in the system.
  3. Pay the fee. The official issues a challan. Pay it at the Bank of Punjab counter or online through PSID.
  4. Return the paid challan to the cashier. The cashier attaches the proof and sends the file to the Assistant Director Land Records.
  5. The ADLR verifies the file, takes photos and biometric of all parties and witnesses, and confirms the mutation.

Come with the buyer and the witnesses and it can be done in one visit, per the PLRA guide.

There is also Bai Zubani, an oral mutation, where the buyer, seller and witnesses state the transfer before the revenue officer. No written registry is involved, but it is legal.

What documents do you need?

You need a valid CNIC and the ownership documents for the property, such as the registry, fard, or the old mutation number. For inheritance, add the succession certificate or family documents listing the heirs.

The fard is the extract that shows the current owner. If your name is not on a fresh fard after the mutation, the job is not finished. A fard costs about Rs 50 per khatoni and up to Rs 150 per khewat, plus PLRA charges, per the PLRA fard page.

How much does a mutation cost?

The fee is set by the Board of Revenue and recorded in the PLRA system. Mutation and local government fees are paid at the Bank of Punjab or online through PSID. FBR taxes are paid separately.

Section 46 of the Act says the fee is payable by the person in whose favour the entry is made. Where the fee is a percentage of the land value, the value comes from the valuation table notified by the District Collector under the Stamp Act 1899.

What if the family disagrees?

Section 44 lets the revenue officer decide disputes during the record work. If a person is unhappy with a mutation order, Section 161 gives the appeal route: from the Assistant Collector to the Collector, then to the Commissioner, and then to the Board of Revenue on a point of law. Section 162 sets the limits: 30 days for an appeal to the Collector, 60 to the Commissioner, 90 to the Board of Revenue.

The five month rule for inheritance

When a landowner dies, the heirs cannot wait forever. Under the Punjab Land Revenue amendments, the Revenue Officer may transfer the deceased person's property to the legal heirs within five months, or earlier. Heirs should push it to move fast.

What happens if you skip the mutation?

The record keeps showing the old owner. You cannot sell, mortgage, or transfer the land cleanly. In any dispute, Section 52 says entries in the record of rights are presumed to be true until the contrary is proved. The person whose name is on the fard starts with the advantage.

A registry without a mutation is a receipt, not proof of ownership. People pay and take the registry but never update the record. Years later, the seller or a fellow heir creates trouble, and the record does not help the buyer.

What about Sindh and the other provinces?

Sindh has its own Land Revenue Act with the same idea in Section 42. The Board of Revenue runs the record there, and sindhzameen.gos.pk is the official portal. Khyber Pakhtunkhwa and Balochistan run their own systems, but the principle is the same: a transfer must reach the government record.

Report the transfer within three months to stay clear of the fine, and finish inheritance mutation within five months. After it is done, pull a fresh fard and check your name.
