Picture this. You see an ad on Facebook for an app that lets you trade gold, oil, and bitcoin. In a few taps you decide whether the price goes up or down in the next minute. If you are right, you get your money back with something extra. If you are wrong, the money is gone. People across Pakistan get pulled into IQ Option exactly like this.
So the honest question is simple. Is it legal in Pakistan? The short answer is no. Here is what the law says and why the app got banned.
What is IQ Option?
IQ Option is an online platform for binary options and short term trading. A binary option is a bet. You bet that the price of an asset will move one way within a fixed time. It is either up or down. There is no middle ground. Because the result is one of two, the law treats it like a gamble rather than an investment.
What the Pakistan Cyber Crime Agency did
In August 2025 the National Cyber Crime Investigation Agency, called NCCIA for short, declared dozens of online gambling, casino, and unregulated trading apps illegal across Pakistan. The agency banned 46 apps in one go.
IQ Option was on that list. So were Binomo, Olymp Trade, Pocket Option, Deriv, OctaFX, and Quotex. The agency called them unregulated forex and binary trading platforms and said they carried a high risk of financial exploitation.
The agency also said the apps were harvesting user data and phone numbers without permission and were promoting gambling. It sent the list to the Pakistan Telecommunication Authority, or PTA, for the apps to be blocked across the country.
The news was reported by The News on August 20, 2025. The ban on these apps is still in force.
Why gambling makes it illegal
Gambling is banned in Pakistan. The basis is the Public Gambling Act of 1867, later updated by the Prevention of Gambling Act of 1977. Both are criminal laws.
Under these laws, running a gaming house can bring a fine and up to a year in prison. A person caught gambling at a gaming house can also face a fine and time in jail. Since a binary option is a bet on a one of two result, the authorities treat it as gambling.
No license from any Pakistani regulator
IQ Option is not registered with the Securities and Exchange Commission of Pakistan, or SECP. SECP is the body that licenses brokers and trading platforms in Pakistan. It has repeatedly warned the public about a surge in fraudulent and unlicensed trading platforms and has cracked down on operators using foreign platforms without a license.
IQ Option is also not authorized by the State Bank of Pakistan, or SBP. The SBP has clarified that offshore foreign exchange trading platforms are regulated neither by the State Bank nor by SECP. Unlicensed foreign exchange trading is an offence in Pakistan.
So no Pakistani regulator oversees IQ Option. That is not a small detail. It means if the platform vanishes or your money disappears, no local authority carries responsibility and no local law protects you.
Why people lose money
Binary options are set up so the house usually wins. The payout is structured to make losses more likely than gains over time. Many people lose their deposit and then find they cannot withdraw what is left.
On top of the money risk there is the legal risk. Promoting these apps, bringing in money for them, or running a local team for them can land a person in trouble with the cyber crime agency. Both the developers and the promoters were warned of strong action.
What should you do instead?
If you want to trade within the law, Pakistan has licensed routes. Share trading on the Pakistan Stock Exchange through a registered broker is legal, and forex trading through banks and SBP approved channels is legal too. Those channels answer to a regulator and follow local rules.

The bottom line
IQ Option is not legal in Pakistan. It was banned by the cyber crime agency in August 2025 as an unregulated binary options platform, it has no license from SECP or the State Bank, and it works like gambling, which is against the law.
If someone tells you they make easy money on it, be careful. The platform sits outside every Pakistani regulator and the money is hard to get back once it is gone.
