You are at the bank counter, or you are buying a plot, or you are about to register your new car. The person at the counter says, "Sir, are you a filer or a non filer?" You freeze. You are not honestly sure what your status is. This guide shows you how to check your tax filer status in Pakistan in under two minutes, using the official Federal Board of Revenue (FBR) tools. No guesswork, no agent.

What does "filer" mean in Pakistan?

In Pakistan, "filer" does not mean "someone who pays a lot of tax." It has one specific meaning. A filer is a person whose name is on the Active Taxpayer List, or ATL. FBR keeps that list every tax year. When you file your income tax return, FBR puts your name on the ATL. The list matters because filers get lower tax rates and non filers pay more. On most transactions a non filer pays about double the withholding tax a filer pays, and on vehicles it can go higher. So knowing your status is not a formality. It decides how much money leaves your pocket.

Is having an NTN the same as being a filer?

No. This confuses a lot of people. Having an NTN, the National Tax Number, does not make you a filer. Your NTN is your identity inside the tax system. Filer status comes only after you file your return and your name lands on the ATL. If you have an NTN but have never filed a return, you are still a non filer. What is the Active Taxpayer List?

The ATL is a central record of people who filed online income tax returns for the previous tax year. FBR publishes a fresh list on 1 March every year. That list stays valid until the last day of February the next year. So the list that started in March 2026 is valid until the end of February 2027. FBR updates the published list, and since late 2024 it updates the status checks daily rather than weekly.

To be on the current list, your return must cover the right tax year. If you filed late, you can still get on the list by paying a small surcharge. For an individual that surcharge is PKR 1,000, for an association of persons it is PKR 10,000, and for a company it is PKR 20,000, under section 182A of the Income Tax Ordinance 2001.

How to check your tax filer status: the quick ways

FBR offers two fast, free checks. Pick whichever is easier for you.

Check by SMS to 9966

This is the fastest method. It needs your mobile and your CNIC.

  1. Open your messaging app.
  2. Type the word ATL, then press the space bar once.
  3. Write your 13 digit CNIC number without dashes.
  4. Send it to 9966.

So the message looks like: ATL 42101xxxxxxxxx. Within moments FBR replies with your status. For a company or an association of persons, you send the same word ATL followed by your 7 digit NTN instead of the CNIC.

For someone in Azad Kashmir, the format is different. You send AJKATL followed by the CNIC (or the 11 digit NTN) to the same number 9966. The FBR instructions list these exact formats on their Active Taxpayer status page.

Check on the FBR online portal

If you prefer the website, FBR has an online status check on its e-services portal. You open the ATL status check page, type your CNIC or NTN, and it shows whether you are an active filer. The page asks for no login and no password.

These are the official ways, both free. There is no app you need to download.

What counts as a filer at the point of sale

When a bank or a dealer asks if you are a filer, they are not asking for your opinion. They check your CNIC against the ATL themselves, and they apply the rate for whatever status comes back. Banks deduct lower withholding on your savings profit and on cash withdrawals if you are a filer. Non filers get taxed at a higher rate on withdrawals over Rs 50,000 in a day. On vehicle purchase the gap is biggest. FBR publishes the full rates in its withholding tax rate card.

Being a filer also helps with property deals, dividend payments, capital gains on shares, and prize bond winnings. The lower rate applies across these. What if the check shows you are a non filer?

If you come back as a non filer, do not panic. Your name goes on the ATL once you file your income tax return. If you missed the deadline, you can still file late and pay the surcharge, and then your name goes on the list. The point is to file. The moment your return is processed, your filer status protects you on future transactions.

Think about a savings account profit or a plot you want to buy. The difference between filer and non filer rates changes the amount that is quietly taken before you even see the money. Is the SMS check to 9966 free?
Yes, FBR runs it as a free service. Factor in the normal cost of sending one text on your mobile plan.

Can I check someone else's filer status?
The online portal and the SMS need a CNIC or NTN, so in practice you can check any number you have. People often check a seller's status before a property deal to be sure who they are dealing with.

Do I need an NTN before I can be a filer?
Yes. For an individual, your 13 digit CNIC works as your NTN. To file a return you register once, and then your status becomes searchable.

Does filer status expire?
It stays on the list until the end of February the next year after the list is published. If you do not file for the next tax year, you fall off the next list. Filing every year keeps you on it.
